The Humanitarian and Resilience Investing (HRI) Roadmap for Africa, led by WEF and AfDB, presents a model built on ecosystem collaboration. Grounded in local ownership and aligned stakeholders, it shows how to de-risk markets, strengthen pipelines and unlock investment, with the ambition to mobilize $10B, support 1,000 businesses and launch 10 country alliances by 2030.

Africa’s investment gap is not due to a lack of opportunity, but to structural barriers limiting capital flows. Limited coordination across government, humanitarian and private sector actors continues to constrain investment. As global shocks intensify, there is a growing need to move beyond siloed approaches towards integrated, system-level solutions that connect capital from north and global south to local market realities and enable more resilient, sustainable growth. The HRI Roadmap for Africa presents a forward-looking model to address this gap by aligning public, private and development actors, strengthening ecosystems, de-risking markets and unlocking sustainable investment at scale.
