Lead - Impact-Linked Finance Collaborative

Katie leads the Impact-Linked Finance Collaborative, a coalition of experienced investors, donors and enterprises committed to accelerating the adoption and enhancing the quality of Impact-Linked Finance (ILF). She has nearly 20 years of experience in innovative impact-first finance, including SME and climate finance, and gender lens investing.

Previously, she led the Finance and Investment practice area for Tetra Tech Global Development Services, where she designed and oversaw innovative finance approaches for a range of partners. As Director of Impact and Partnerships at impact investor Root Capital, she led the development and implementation of an ILF initiative targeting early-stage, high-impact SMEs in Latin America in partnership with Roots of Impact, the Inter-American Development Bank, Swiss Agency for Development (SDC) that leveraged $1M in outcome payments to lend $11.5 million to 32 SMEs who generated $48M in revenues.

Katie has consulted for numerous funders and investors on innovative, inclusive and results-based finance including the Children’s Investment Fund Foundation, SDC and Value for Women. She also helped launch Instiglio, a social enterprise that designs and implements social impact bonds among other results-based finance approaches and chaired the Impact Advisory Committee for the Growth Impact Fund. She holds a master’s degree in public policy from Harvard Kennedy School of Government.
