Head of Operations - Swiss State Secretariat for Economic Affairs (SECO)
Philipp Orga is Head of Operations for Economic Cooperation and Development at the Swiss State Secretariat for Economic Affairs (SECO). In this role, he oversees Switzerland’s global economic development cooperation portfolio of USD 1.9 billion. He has more than 15 years of experience in international economic development, public policy, and development finance. Prior to taking up his current position, Philipp coordinated the development of the Swiss International Cooperation Strategy 2025–28, which sets Switzerland’s strategic framework for international development. From 2018 to 2023, he headed SECO’s Economic Cooperation Program in Indonesia, leading one of Switzerland’s largest bilateral portfolios comprising more than 30 projects and fostering strategic partnerships with government, multilateral institutions, and the private sector. Earlier in his career, Philipp managed Switzerland’s institutional partnership with the World Bank and co-led negotiations for the replenishment of the International Development Association (IDA). Before joining the Swiss Government, he worked as a consultant for the Inter-American Development Bank and the United Nations Development Programme (UNDP). Philipp holds an MA in International Affairs from American University in Washington, DC, and a BA in International Rela-tions from the University of Geneva and Sciences Po Paris.
